The one who've always been and always will be. Gangs choose this. Esp, with cops who they don't like for some reason...but do like calling them up and telling them what to do...use them as tools to get rid of competition.
They like to pretend they're government, like cops. They like to pretend they're rich.
They like to hurt people.
