This usually means they want the province to take care of it. The security company ain't paying for shit. It's a provincial matter. Same thing the police say about following unlicensed guards orders to investigate some innocent victim.
I'm being patient cuz there's little they can do to change the facts. Either they had licenses or they didn't. If they didn't that's why they failed to give license numbers present license on demand. They then bolted for when the cops showed up cuz they didn't have licenses or logbooks.
So, there's patterns to gangs.
This fits the indie narco gang perfectly.
