There's no difference, except a PI can learn identities, but, their union, in a desperate act to cover up for unlicensed se unity officers, has said PI means no uniform, which it dies not; itsa corrupt assumption that people won't ask for license numbers and they can keep employed those who impersonated security officers in uniform, hopefully saving a massive company fine.
The real answer is A
a compete refund for not providing licensed security officers. After they're replaced and trained for proper airport security, then they can go back in uniform and not act like se ret pice where you have to ask everyone for licenses.
