The night before they went app, no free parking courtesy of the two fake Guards he owns along with enterprise, the lot, etc., he came thru with his two fake Guards rousting promising cops will be called cuz he own the lot.
He wants to own the lot. So, the preferred gang only allowed to sell his indie narcotics did the same thing...and called the cops.
So, now he's all clear to sell in that lot, probably others, with unlimited supply from indie narcos...he prefers to sell to females...no hoaring necessary to get high.
Then, the corrupt indie narco cop will be called when enough money's been made, maybe an airport mule or local mule caught and some deaths.
The corrupt indie narco cop will then tell the city enough! Sell it! To the indie narco who claims everything.
