So, when confidential information is leaked to others this heightens the threat to many.

The gang has many ways of compromise government employees and are very persistent. Convictions just make them try harder.

One leak by a government employee gang member does not contain the entirety of the work tho, so there's that and chances of leaking this are lower because it's not all in one place. 

Risks continue to rise...but that's the nature of criminals.
